The new Electric Car Grant, backed by \u00a3650 million of government funding, will apply to certain new EVs that are priced at or below \u00a337,000.<\/p>\n

A <\/span>Department for Transport (DfT)<\/span> spokesperson\u00a0told Autocar that the\u00a0discounts\u00a0could be applied to new EVs as of Wednesday (16 July).<\/span><\/p>\n

It comes three years after the previous,\u00a0Conservative-led government axed\u00a0the Plug-in Car Grant (PiCG), which offered a fixed \u00a31500 off list prices on EVs priced below \u00a332,000.<\/p>\n

Since then, demand for new EVs has\u00a0fallen short of\u00a0the rise that was forecast\u00a0at the time \u2013\u00a0and much of the car industry has recently called for support to stimulate\u00a0the market, particularly for private buyers.<\/p>\n

Compared with the PiCG’s\u00a0fixed \u00a31500 discount, the value of the new Electric Car Grant offered on each model will depend on sustainability criteria, which the government has yet to disclose. Cars deemed to be in \u201cband one\u201d will be discounted by the full \u00a33750 while those in\u00a0\u201cband two\u201d will receive up to \u00a31500.<\/p>\n

The spokesperson\u00a0said bands (which could expand\u00a0beyond two)\u00a0are determined by how much CO2 is emitted in\u00a0an\u00a0EV’s production is, assessing the energy used in vehicle assembly\u00a0as well as battery production. Threshold levels have yet to be made public.<\/p>\n

They added that contrary to some reports<\/a>,\u00a0UK-made vehicles \u2013 such as the <\/span>Citro\u00ebn \u00eb-Berlingo<\/a>\u00a0and from later this year the\u00a0next-generation\u00a0<\/span>Nissan Leaf<\/a>\u00a0(pictured below) \u2013\u00a0would not be given additional benefits. “All products are assessed under the same framework,” they said.<\/span><\/p>\n

The grant will only be offered to manufacturers that have verified science-based targets (SBTs) for carbon reduction and that\u00a0have emissions scores below a threshold that the government has also yet to define.<\/p>\n

When asked for clarification on these sustainability criteria and emissions scores, the spokesperson\u00a0said: “An SBT [that we consider verified] is one that has been validated by the Science Based Target initiative [SBTi].\u00a0Scores are relative to an index based on the carbon intensity of different [power] grids.”<\/p>\n

Unlike the previous PiCG, c<\/span>ar buyers will not have to apply for the grant themselves. Instead, it will fall on manufacturers to submit their EVs for inclusion in the scheme, based on the government\u2019s criteria.<\/p>\n

The government\u2019s funding will be allocated on a first-come, first-served basis, and\u00a0it will publish a list of models that qualify in the coming weeks.<\/p>\n

Asked when the grants will come into effect, the spokesperson\u00a0said: “If manufacturers are confident their application will be successful, sales from before formal application approval would be eligible for the grant provided they comply with all aspects of the scheme and the application was subsequently approved. This applies from Wednesday 16 July.”<\/p>\n

The \u00a337,000 threshold was chosen because it “targets the more affordable end of the market, ensuring funding for the ZEV transition can reach as many people as possible”, the spokesperson added.<\/p>\n

Asked why it would not include more expensive cars, such as the \u00a337,500\u00a0Vauxhall Grandland Electric<\/a>, the spokesperson\u00a0said: “All grants for ZEVs need to offer the best value for money for the taxpayer \u2013 we won\u2019t subsidise luxury cars for those who can afford them.”<\/p>\n

The government said it would fund the grants until the 2028-29 financial year but the scheme could be amended or closed early, with no notice, if cash reserves for it were depleted. “This will remain under review,” said the spokeperson.<\/p>\n

The move\u00a0comes as car makers are working to hit the UK\u2019s\u00a0Zero Emission\u00a0Vehicle\u00a0(ZEV) mandate<\/a>, which this year requires them to achieve an EV sales mix of 28% or be fined \u00a312,000 per non-compliant vehicle. So far this year, just under 25% of all new cars sold in the UK have been fully electric, prompting concern \u2013 although manufacturers can also trade reductions in their fleet emissions for de-facto ‘sales’ of electric cars.<\/p>\n

The motor industry has also flagged that EV sales are being propped up by\u00a0sales to fleets, which receive significant incentives in the form of\u00a0benefit-in-kind tax breaks.<\/p>\n

Mike Hawes, chief executive of industry body the Society of Motor Manufacturers and Traders, has been one of the most vocal proponents\u00a0for reintroducing an EV\u00a0grant. He hailed the news as a \u201cclear signal\u201d for prospective buyers to go electric.<\/p>\n

\u201cRapid deployment and availability of this grant over the next few years will help provide the momentum that is essential to take the EV market from just one in four [new cars sold] today, to four in five by the end of the decade,\u201d he said.<\/p>\n

Adam Wood, managing director of Renault<\/a> UK, said the incentives are “extremely welcome” but called for further action to hit the 80% EV sales threshold for 2030 set out by the Zero Emission Vehicle (ZEV) mandate. “It remains critical that car makers, infrastructure providers and government remain united in delivering everything required to make that happen,” he said.<\/p>\n

A spokesperson for Volkswagen Group UK said it was “pleased” the government was implementing a new grant because it signals a “clear direction of travel” towards battery-electric cars. However, they added it was too early to forecast the grant’s impact on its customers, given it has yet to receive full details from the government.\u00a0<\/p>\n

Delvin Lane, CEO of charger provider Instavolt, said the grant will be a \u201cmajor contributor\u201d to boosting demand for EVs.<\/p>\n

The grant is part of a wider move by the government to increase the appeal of EVs. On Sunday it announced Drive35, a \u00a32.5 billion fund \u201csupporting projects which help the transition to zero-emission vehicle manufacturing\u201d.<\/p>\n

This includes cash for manufacturing, R&D, jobs, training\u00a0and more to \u201chelp ensure the UK remains at the forefront of zero-emission vehicle development\u201d, said the government.\u00a0<\/p>\n
