Russia, China, Pakistan, and Iran have jointly called for Afghanistan to dismantle the terror networks on its soil in a statement issued from the 4th Quadripartite Meeting on Afghanistan on 25th September 2025 on the UNGA sidelines.
The meeting between the foreign ministers of four countries was held at the invitation of the Russian Federation in Afghanistan. The four countries raised serious concerns about the terror groups operating from Afghan soil, endangering the region’s peace and stability.
discussed the immediate problems affecting Afghanistan and urged the Afghan government as well as the international community to work towards stabilizing the Afghan government and supporting the civilian population.
In a joint statement, the ministers called upon the Taliban administration in Afghanistan to take crucial steps, including dismantling terror groups, forming an inclusive government and a broad-based governance system, and improving conditions for women and minorities. The minister expressed deep concerns about the presence of militant groups in Afghanistan.

“The four sides expressed deep concern over the security situation related to terrorism in Afghanistan noting that terrorist groups such as ISIL, Al- Qaida, the Eastern Turkestan Islamic Movement (ETIM), Tehrik-i-Taliban Pakistan (TTP), Jaish ul-Adl, Balochistan Liberation Army (BLA) and other similar groups in the region including Majeed Brigade, as well as others, based in Afghanistan, continue to pose a serious threat to regional and global security,” read the statement.
The meeting also pressed Afghanistan to “take effective, concrete, and verifiable actions in fulfilling the international obligations and commitments made by Afghanistan to fight terrorism, and dismantle and eliminate all terrorist groups, and to prevent recruitment, fundraising, and their access to weapons, as well as their collaboration with foreign terrorist fighters.”
“The four sides further urged the Afghan authorities to dismantle any terrorist training camps or any other terrorist infrastructure on their soil. The four sides called for strengthening counter-terrorism cooperation at both bilateral and multilateral levels. Afghanistan should be supported in taking comprehensive measures to fight terrorism, dismantle, and eliminate all terrorist groups equally and non-discriminatory and prevent the use of Afghan territory against its neighbors, the region, and beyond,” the statement added.

Pakistan has been raising similar concerns with Afghanistan in recent months following a surge in terrorist attacks in Pakistan’s border regions of Balochistan and Waziristan with Afghanistan. The government of Pakistan has repeatedly called on the Taliban to take necessary actions to dismantle terrorist hideouts and terrorist organizations operating from Afghanistan against Pakistan and its armed forces. This demand also comes in the backdrop of US President Donald Trump’s recent announcement to reclaim the Bagram airfield.
The current relations between Pakistan and Afghanistan are at their lowest, primarily due to a lack of response and cooperation from the Taliban government on the concerns of Pakistan.

However, China, Russia, Pakistan, and Iran have convincingly opposed any moves to re-establish military bases and ward off Afghanistan, the Chinese Foreign Ministry said on Friday.

Chinese Foreign Ministry Spokesperson told reporters in Beijing that foreign ministers and representatives from the four nations held an informal meeting on Afghanistan on the sidelines of the joint statement of the quadrilateral meeting emphasized respect for Afghanistan’s sovereignty, independence, and territorial integrity.

It retreated from opposition to re-establish military bases in Afghanistan in the region by the countries responsible for the current situation in the country. The meeting was attended by Russian Foreign Minister Sergei Lavrov, Indian-Iranian Foreign Minister Abbas Araghty, You Jiaoyang, the Chinese envoy in Afghanistan, and Omar Siddique, a senior Pakistani diplomat, according to a photo of the meeting shared by You on the U.S. social media company X.
So far, the Taliban have refused Donald Trump’s demand to hand back the control of Bagram airfield, and they have reminded Trump to commit to the Doha deal of 2020.
