Indian Colonel Rajesh directing terror in Pakistan from Kabul

RAW officer, Naval Commander Kulbhushan Jadhav, arrested from Balochistan in 2016, became an international scandal when India hoping relief took his case to the International Court of Justice (ICJ) in Hague. On 13th November 2020, DG ISPR, spokesman Pakistan Army, while briefing on Dossier along with country’s foreign minister, informed the world that another Indian officer, Col. Rajesh is the mastermind behind terror-sponsoring in Pakistan, through Indian consulates in Afghanistan.

Shah Mahmood Qureshi, the foreign minister of Pakistan and DG ISPR, presented a damning ‘dossier’ on Indian sponsored terrorism in Pakistan. They also revealed that India had successfully established terror-financing cells in Indian embassies in Afghanistan along the Pakistani border. DG ISPR Major General Babar Iftikhar also named an Indian officer ‘Colonel Rajesh,’ who is working in an Indian embassy in Afghanistan as a mastermind behind terror-related activities in Pakistan.

RAW struggles to unite terror outfits into an effective consortium

According to the dossier, Indian intelligence agencies have been trying to unite several terror outfits across Pakistan by providing them logistical and financial support through officers of the Indian Intelligence.

After the reunion of Tehreeke-Taliban-Pakistan (TTP) with its earlier split factions of Jammat ul Ahrar (JuA) and Harkat ul Ansar (HuA) in August 2020, Indian intelligence has now been working to unite TTP with Baloch insurgent groups (BLA, BRA, and BLF) which are now already united under the banner of BRAS. BRAS is Baloch Raaji Aajoie Sangar – a recently united front of BLA, BRA, and BLF. Indian intelligence officer, Col. Rajesh, based in Kabul Embassy is the master coordinator behind this consortium of terror outfits.

Pakistani agencies have discovered a letter in Dari that reveals that Col. Rajesh had recently held four meetings with the field operatives of these terror outfits. Rajesh’s task is to synergize their activities and the immediate plan was to create terrorist incidents in the cities of Karachi, Lahore, and Peshawar.

These terrorism events usually take the form of high-profile assassination of religious leaders, civil leaders, or politicians. Between 2004 and 2007 the terrorist attacks across Pakistan were often through bomb blasts or suicide bombers carrying huge payloads on their bodies.

After the army crushed TTP safe heavens in the erstwhile FATA large bombings have become infrequent. And in recent years, Pakistani law enforcement agencies have learnt to exercise strong control on the availability of explosives and ball bearings.

Foreign Officer Dossier also explains how Indian agencies coordinate such terror attacks. For instance, one intercept caught an Indian operative promising a sum of Rs. 10 million for a successful suicide bombing in Pakistan or a successful targeted assassination. Other intercepts caught promised a sum of Rs. 1 million for blowing up an IED.

In one instance, a video was also played, wherein an Indian operative is telling terrorists how to blow up an IED using a walkie-talkie. Foreign Office sources also maintain that while Indian agencies after 9/11 had learnt to penetrate from Afghanistan, their activities had reduced after Pakistan Army destroyed TTP and defanged most Baloch insurgent groups.

The recent uptick in Indian activity is a renewal of their efforts after CPEC started moving ahead around 2015. According to foreign office sources, Indian authorities see CPEC as a huge strategic challenge. This on the face of it is a paradox because CPEC is a purely commercial venture improving Pakistan’s economic integration, connectivity and industrial base.

Both China and Pakistan have hinted that India can also join CPEC after mutual negotiations. However, it is now becoming clear that the Indian establishment perceives a significant change in Pakistan’s economic and diplomatic outlook, as a threat to India’s established dominant position in South Asia. This also calls for a revision of the narrative that successive Indian governments had sold to Washington and its allies – in which India had repeatedly expressed a desire for a prosperous economically progressive Pakistan.

It is now becoming clear that the Indian establishment perceives a significant change in Pakistan’s economic and diplomatic outlook, as a threat to India’s established dominant position in South Asia.

According to the dossier presented at the press briefing, the recent upsurge in violence across Pakistan – attacks in Peshawar and Karachi – is a direct consequence of Indian Intelligence’s intensified engagements with all brands of terrorists, sub-nationalists, and dissidents operating against Pakistan.

Indian Intelligence goal: Pakistan’s Linkage with Daesh

DG ISPR, while addressing the press after FM Qureshi, said that “It has also been revealed that Indian intelligence agencies are trying to establish Pakistan’s linkage with ISIS by creating “Daesh-e-Pakistan.”

Recently, 30 Indian Daesh militants were relocated from India to various camps along the Pakistan-Afghanistan border by two Indian intelligence agency operatives. These militants were handed over to DAESH Commander Sheikh alias Abdul Rehman Muslim Dost.” This effort is an important part of India’s narrative shaping that aims to convince the world that Pakistan – a nuclear country – is imploding from within and all militant anti-west organizations are working from Pakistani soil. Indian Ambassadors in Afghanistan have been regularly supervising various terrorist activities.

In one such instance, the Indian Ambassador to Afghanistan and Indian Consular in Jalalabad had detailed discussions with collaborators to provide financial support to TTP and dissident Baloch elements. RAW is financing its henchmen in various countries. RAW made two transactions to its cut-out to promote terrorism in KP.

Both transactions have been made through Indian Banks: $28,000 was transferred by Punjab Bank India the second transaction of $55,851 was made by Mr Manmeet (an Indian national) from Indian Bank, New Delhi, which was received by Afghanistan International Bank. On another occasion, RAW while using the Indian Embassy in Afghanistan held several meetings with TTP Commanders.

The letter in Dari reflects that India paid $820,000 to TTP leadership through its collaborators. Recently, a RAW sponsored network of 6 x terrorists has been unearthed which has linkages with the attack on Pakistan Stock Exchange (29 June, 2020) and is also involved in the delivery of suicide jackets to various terrorist groups operating in Pakistan besides undertaking terrorist activities.

Two RAW frontmen (Abdul Wahid and Abdul Qadir) along with four terrorists (Afghan nationals) have been exposed. The same network is also involved in the targeted killing of Ulema, Police officials and notables, within Pakistan to create disharmony.
