The author is Director Nuclear & Strategic Affairs at the Centre for Aerospace & Security Studies (CASS), a Pakistan-based think tank. He has extensive experience of negotiating in multilateral strategic dialogues with the United States, China, India and Pakistan and has been teaching strategy and arms control at the National Defence University of Pakistan.
