Due to lack of interest by Governor Punjab and Higher Education Commission (HEC), the appointment of Vice Chancellors could not be made for the last three years in 13 universities of the province.
The universities have also cut down the number of seats for the students in different departments due to shortage of faculty.
Even after two years of the order from the Chief Justice Supreme Court to Punjab government for reappointment of VCs in the universities of the province, some 13 Universities are functioning without Vice Chancellors for some three years or so.
Almost 70 percent Universities of Punjab are working without regular Vice Chancellors and the Acting VCs are not initiating any new program as they seem to be just waiting for completion of their tenure.Â
Those universities that are running without regular VCs are Pir Mehar Ali Shad Arid Agriculture University Rawalpindi, College for Women University Lahore, Women University Multan, Ghazi University D.G. Khan, University of Okara, University of Sahiwal, University of Home Economics Lahore , University of Jhang, Information Technology University Lahore, University of Engineering and Technology Taxila, Cholistan University of Veterinary and Animal Sciences, Agriculture University Faisalabad, University of Narowal, and Tainjin University Lahore.
Due to absence of regular VCs, all the development projects and ongoing programs in Pir Mehar Ali Shad Arid Agriculture University Rawalpindi have been closed.

Earlier, the VCs of the Universities were appointed without any merit as most of them were taken from the open market instead of education sector. Moreover, even their age limit and educational qualification was not considered too.
The main reason for the not appointing the VCs in these universities is the political tug of war between the academic staff inside these universities. This conflict resulted in the litigation and cases were not finalized by the courts so far even after lapse of two to three years
